Captain Camp was born in Key West, Florida. He graduated from the University of
Notre Dame in June 1968.
After an initial tour as Navigator onboard USS RAPHAEL SEMMES (DDG-18), Captain Camp attended Nuclear Power School in Bainbridge, Maryland and the Nuclear Power Training Unit at Windsor, Connecticut. In February 1970 he reported to USS HADDOCK (SSN 621) and completed two deployments to the Western Pacific. Following a third deployment to the Western Pacific onboard USS GURNARD (SSN 662), he reported to the staff of Commander Submarine Force, U.S. Pacific Fleet where he served as Assistant Material Officer for Attack Submarines. In June 1976 Captain Camp reported to USS SARGO (SSN 583) where he served as Navigator during two more deployments to the Western Pacific. In January 1980 he relieved as Executive Officer on USS JOHN MARSHALL (SSBN 611) and completed the ship's first deployment as an attack submarine to the Mediterranean Sea. He reported to Naval Submarine School in November 1982 where he served for two years as Director of the Basic Enlisted Submarine School. In January 1985, he commenced Prospective Commanding Officer Training at Naval Reactors in Washington, D.C., followed by the Submarine Force Pacific Atlantic Fleet PCO course in Norfolk, Virginia and Pearl Harbor, Hawaii, completing in June 1985. Captain Camp commanded the USS SARGO (SSN 583) from 1985 until she was decommissioned in 1988. Captain Camp's decorations include the Navy Commendation Medal, Navy Achievement Medal, Meritorious Unit Commendation, Navy Expeditionary Medal, National Defense Medal, and Sea Service Deployment Medal.
